New Zealand – Second round of consultation on food safety management of berries, leafy vegetables and melons

FSANZ

Food Standards Australia New Zealand (FSANZ) is commencing a second round of public consultation on its review of food safety in the berries, leafy vegetables and melons sectors.
FSANZ has assessed four regulatory and non-regulatory options for each sector to identify a preferred approach to improve food safety management and reduce rates of foodborne illness.
FSANZ Interim Chief Executive Officer Dr Sandra Cuthbert said the agency considered a variety of factors in its assessment.
“We took into account food safety risks, costs of foodborne illness, coverage of existing industry schemes, the lack of a national approach, cost-benefit and submissions to our first round of consultation when reviewing the options for each sector,” Dr Cuthbert said.
“As a result of this assessment, FSANZ’s preferred approach is to recommend the introduction of a combination of regulatory and non-regulatory measures to manage food safety in these sectors, delivering an estimated $138 million in net benefits over a 10-year period.

“We believe this option has the best cost-benefit ratio in terms of the costs of implementation and the benefits in reducing illness.”

Through proposal P1052 – Primary Production and Processing Requirements for Horticulture (Berries, Leafy Vegetables and Melons), FSANZ proposes to:

  • amend the Australia New Zealand Food Standards Code to include a primary production and processing standard for each of the three sectors, and
  • work with industry to develop non-regulatory measures to assist businesses to understand and comply with the standards.

“The food safety management measures included in the draft proposed standards would align with those in existing industry food safety schemes, to support cost-effective implementation by businesses already participating in such schemes,” Dr Cuthbert said.

“Should the proposed draft standards be introduced, they would create a level playing field for businesses in managing food safety and further strengthen consumer confidence in the safety of this fresh produce.

“Although a combination of regulatory and non-regulatory measures is currently FSANZ’s preferred approach, we are seeking information and views on all options.

“We recognise this is an important proposal for the three sectors and have extended the consultation period from six to 12 weeks to ensure we effectively engage businesses, industry and regulators in the process.”

FSANZ invites comments from interested parties on the proposed measures by 6pm (Canberra time) 9 February 2022. FSANZ will consider all submissions before making a final decision. All FSANZ decisions on proposals to develop or update standards are notified to the ministers responsible for food regulation in Australia and New Zealand, who can ask for a review or agree that the standard should become law.

Denmark – Listeria outbreak has sickened 9 in Denmark

Food Safety News

Danish officials are investigating a years-long outbreak of Listeria infections that has affected nine people from 2018 through this month.

The Statens Serum Institut (SSI), Danish Veterinary and Food Administration (Fødevarestyrelsen) and DTU Food Institute are trying to find the source of the infections.

The same type of Listeria monocytogenes has been found in nine people from late 2018 to November 2021. The four patients this year have all only recently become ill. Two people fell sick in both 2018 and 2019 and one case was recorded in 2020.

Among those sick are seven women aged from 35 to 95 years old and two children younger than age 5. They live all over the country. All nine Danish patients have been hospitalized but there have not been any deaths.

Whole genome sequencing (WGS) showed samples from outbreak patients to be closely related, which means it is likely they came from the same source.

Outbreak Investigation of E. Coli O157:H7 in Spinach (November 2021): Sample Image of Josie's Organics Baby Spinach

The FDA and CDC, in collaboration with state and local partners, are investigating illnesses in a multistate outbreak of E. coli O157:H7. According to the CDC, as of November 15, 2021, 10 people infected with the outbreak strain of E. coli O157:H7 have been reported from 7 states. Illnesses started on dates ranging from October 15 to October 27, 2021. Five people in this outbreak report eating spinach in the week before becoming sick and one person reported Josie’s Organics brand.

On November 15, 2021, the Minnesota Department of Agriculture reported that, as part of this outbreak investigation, a sample of Josie’s Organics Baby Spinach collected from the home of an ill person tested positive for E. coli O157:H7. This sample had a “Best If Used By” date of October 23, 2021 and is undergoing Whole Genome Sequencing (WGS) analysis to determine if the strain of E. coli O157:H7 present in the product sample matches the outbreak strain.

As WGS analysis of the sample is underway, FDA is tracing back the supply of the baby spinach in the positive product sample. Thus far, FDA has traced supply chains for this product back to a small number of farms in two different geographic regions and is deploying investigators along the supply chains of interest.

FDA and state partners are working with the firm to determine if additional products could be affected. This is an ongoing investigation and additional information will be provided as it becomes available.

Recommendation

Consumers, restaurants, and retailers, should not eat, sell, or serve Josie’s Organics Baby Spinach with a “Best If Used By” date of October 23, 2021. Josie’s Organics Baby Spinach is sold in a clear plastic clamshell with the Best If Used By Date on the top label.

Although this product is past expiration and should no longer be available for purchase, consumers should check their homes for product and discard it. If consumers froze fresh Josie’s Organics Baby Spinach, they should discard it.

Additional Information:

A warning is given before consuming the product.

Salmonella disease manifests itself within a few days after infection with diarrhea, abdominal pain and occasionally vomiting and a slight fever. The symptoms usually subside on their own after several days. Infants, toddlers, the elderly and people with a weakened immune system in particular can develop more severe disease processes. People who have eaten this food and develop severe or persistent symptoms should seek medical attention and advise them of a possible salmonella infection.

Seeking preventive medical treatment without symptoms does not make sense.
